But why? In Germany it's legal to film this kind of stuff in public. There is no law against this.

You are wrong. Germany has pretty strict laws regulating your privacy right especially the rights on pictures or videos or yourself. So in case you are filming something like this, you are violating these rights.

As long as you're not publishing those images and videos, you can do whatever you want on public events. It's not a crime to film someone, so police can't do anything.

You could be sued by the filmed person, but you're not committing any crime if you're just filming in public. Prove me wrong.

You could even film people like on the train or bus. It's not a crime, as long as it's not a hidden space like toilets. But as said you're violating the persons rights. Doesn't matter for police imho.
