It's advertised as a secure encrypted chat messenger program. It is supposed to be safe. You can also use it to send photos / videos and whatnot and I believe it has an encrypted storage option but I don't recall if it's cloud based or local.
I have used it a few times but it seemed a bit cumbersome to me? Personally I like Mega and Telegram for that sort of thing. Signal is also rated highly secure. Whatsapp is also as it's based on the Signal code apparently however it is owned by Microsoft so there is a chance of a back door.
