Without a car it is harder unless it is a special event. Events like marathons tend to have women peeing freely before the race starts, Concerts and other events that draw large crowds are sometimes good.
If there are nightclubs where people are lining up to get in, you may find women peeing in nearby alleyways or car parking areas. Walking around and not appearing to be watching is the best method. Acting as if you do not even notice women peeing makes it easier to actually see them
