I think there was a period quite a few years ago where Japanese women did go, at least, topless on beaches, but there weren't any organised sharks, I mean videographing industry like in the States or some european countries, i.e France, Spain and Holland, and later Rumania, Bulgaria, Russia, and Ukraine.
It's led to somewhat misrepresented areas where nudity was rife but there weren't any or not enough making records of the nudity. Like in Denmark where I'm from. It was probably the number one country from the late 60s and onwards for nudity, but very little of it was filmed. There was a guy named Karl who did a few dvds, but that's really all. Now there would probably be more people with the right kind of equipment, but the women in general don't go nude anymore on public beaches.
