"Public intoxication" ist der englische Begriff fuer Vollrausch, eine Ersatzklage dafuer, wenn man aufgrund eines Alkoholrausches nicht fuer eine urspruengliche Straftat oder Ordnungswidrigkeit belangt werden kann. In Deutschland gilt nach Paragraph 122 OWiG (Ordnungswidrigkeitengesetz) und Paragraph 323a StGB das gleiche. In diesem Fall waere sie eigentlich fuer eine Sachbeschaedigung angezeigt worden, kann dafuer aufgrund ihrer Trunkenheit aber nicht belangt werden und wird deshalb wegen "public intoxication" angeklagt.
Uebrigens ist in Deutschland oeffentliches Urinieren generell illegal. Das faellt nach gueltiger Rechtssprechung unter Paragraph 118 OWiG, also "Belaestigung der Allgemeinheit".
For those who don't know German: I basically explained to him what public intoxication means, and that public urination is generall illegal in Germany too, by throwing the book at him, i.e. actually referencing the laws regarding that.
