There is a saying that "The best place to hide is in plain sight". It is not a question of actively hiding to watch, it is a question of not being noticed, or identified as watching. Someone standing watching a girl peeing will be noticed more than if they happen to walk by and show no interest or even acknowledge that they have seen her.
I have walked past peeing women, and when they see me (not knowing that I am walking past so that I can get a look) I have had them actually apologize to me. If I had stopped and stared they would have reacted much differently.
It is all in the attitude that you project. If you appear to be watching, they will think of you as creepy. If you act disinterested, and as if your coming across them was accidental, they will not pay attention to you.
