As an aside, they told her she couldn't use the can because they were refueling. Is that really a safety problem? Are they afraid the gasses will commingle and produce a deadly explosion?

I suspect there could be a concern that the flushing pump may produce sparks. Turning an ordinary house light switch on or off produces a spark. This is why if you enter a house and get a strong smell of gas you must not operate any switches on or off.
