Without getting too psychological about it, some people are just more shy by nature. It's kind of what shy is about. Julie is generally not comfortable with being the focus of attention. She doesn't feel comfortable with public speaking either. She doesn't feel comfortable being the subject of a lot of male sexual energy, especially from men she doesn't know. Layered on top of that, Julie also believes that while open displays of sexuality are natural in youth, that starts becoming more socially inappropriate and even "sl*tty" the further a woman gets from her own teens ans twenties.
Bottom line, she simply naturally is private about her sexuality. She likes to "look good" in public, but for her that means having her hair look healthy and cared for, avoiding becoming overweight, and wearing attractive clothing that isn't focused on sex appeal. That is Julie in her natural state when she's not making a special effort to do things she ordinarily wouldn't do in order to please me.
If you like having Julie exposed for you, be glad that her submissive streak turned out to be strong enough to allow all of this to happen!
