Yes... However, the context is absolutely not "funny" at all :-(
During the last terrorist attack in London on Westminster Bridge, the giant wheel "London Eye" was stopped for about one hour for safety reasons. (With passengers on it).
This short vid obviously is part of a News coverage of that day, showing the London Eye moving again eventually, and by chance capturing this short scene on one of it's passenger capsules...

Sorry if you don't like it, it wasn't intended to be funny and the context is irrelevant to why it got posted. Genuine desperation is genuine desperation, I had no idea about where the video came from or it's context and I enjoyed watching it because of it's content.
It's too bad about the context, probably best not to focus on it since that's not really why any of us are here (I would think)

Sama-el, please don't get me wrong! I didn't say I don't like the posting in general. I just wanted to answer the question, why this vid capture was on the news. No bad judgment about your posting, because as you already stated - the news capture just showed reality...
