And definatly from any german beer festival. But I am not sure if it is the Octoberfest in Munich. It could be the Cannstaedter Wasen as well.

And by the way I am still not sure if this is real voyeur material, it might be staged,

Probably from the "Carnival at night" or "Street festival at night" series, which might narrow it down a bit. Do you have some context to the photo? Looks like she may have wet herself a bit...

This is beer festival piss 212 from peeing outdoors.com and it's also included in beer festival summary 36.

I don't think it were staged.

Its an infra red light. Used by the camara to film in the dark. No one can see it except the camara
