do you know what city this is? or the account it was posted on. I think this may be near where I live.

It's from USA Party Stories on Twitter, which is formerly SUNY Party Stories, as in the State University of New York system. Someone from one of the SUNY schools submitted it to their weekly embarrassing photo contest. So it was taken in New York State.
