As you can tell from the file extension it isn't a video. It is just a still image. That means no one can do anything about it until the user uploads the actual video.

You are wrong, sorry. That's the way how rajce shows the links but if you follow the link it leads you to a (missing) flash video.
If you take a look at other folders from other users you will see that every working video is shown with the file extension jpg. But this is only for the preview image.
