What is the prevailing attitude toward peeing in public like this in Scandinavia? Is this just something that is done and seen as normal while young people are drinking and partying?

Yes. Drunk girls do not even have to be desperate to squat down in the street. It has to offer some privacy though.

Girls peeing are not more stigmatized than men peeing.

I agree, but it is not 100% true. I have lived in a few and visited many countries over the years, and yes - there is a more common acceptance of peeing in "public", but it's closely related to the specific activity. You will not get stigmatized or anything at all if you do it. I've been in several situations where a group of friends go and piss on the same place - together a lot of times without stop chatting.

For example: Students pee everywhere, girls in more upper class areas do not to some extent. Most people tend to search for portapotties etc, but where there is none or too long queue - they pee everywhere. This is not so different compared to college-students in USA. But there is the legislative difference. You can get fined in the Scandinavian countries, but you won't get it in any registry. Hence, the equivalent of 100 bucks in Denmark and Sweden, and from 200 to 1500 bucks in Norway (it's depends on the location in the country). That beeing said, people pee everywhere in Norway as well!

But of course - visit a festival like Roskilde (DK), or watch "Studenten (SE/DK)" or "Russefeiring (NO)" and there will be people peeing pretty much everywhere.
